I’m not sure what the best would be, but you would be surprised to know that Photobucket has a pretty impressive, free photo editor. I would check that out first, because I know it can make an individual object in color on a black and white photo.

Hope this helps! And good luck!
The best photo editing software by far is Photoshop which is made by adobe. it is very very expensive, but they do have a 30 day trial at their site, i would suggest trying it out and seeing what you think.
Photoshop is ruling the market! There is nothing like it. If you want something good that’s what you should get.
Edit:
chrisjan7265, I’m not from the US so I must ask, is everyone from USA against pirating? It’s so easy fast, doesn’t hurt anyone and it’s free! I got all adobe CS5 extended on my mac, it took 30 minutes to download and it works perfectly! Mail me if anyone wants a link;)
Many would say Adobe Photoshop. I think CS5 might be the latest.
I use Corel Paint Shop Pro. The two are alike in many ways but I prefer PSP as I have used it for years.
you can taking ulit software
What is the best software to edit photos with? I like to recommend you a Wonder Photo Studio , which is a digital photo collage utility that can combine your favorite photos into an artistic compilation. With Wonder Photo Studio, you can quickly and easily make beautiful photo collages complete with resources such as layouts, templates, photo frames, special mask effects, rich cliparts and word arts. I like it very much , you can have a try.
Picnik, FotoFlexer or Lunapic are great all round web based and FREE editing tools. Adobe, makers of the expensive Photoshop, now has a free website version in Photoshop Express. If you need/want more features downloading GIMP is a great options. Still free, but you have to download the software. There are also free tools to add text blurbs, to make collages, to put your photo into other images. There are a number of tools that allow you to put the image of a face into other photos for some fun creations. Check out the links below for more ideas.
